DOMINION DIFFICULTIES IDEA OF EMPIRE BOARD United Press Association—By Electric Telegraph—Copyright. Australian Press Association. LONDON, 12th September. The "Daily Chronicle's" political correspondent says that tho Government is credited with tho intention of reorganising the machinery for assisting emigration. The plan is to establish an Empire Migration Board, under Lord Lovat. The chief difficulty has been the reluctance of the Dominions to relax the conditions which have kept the number of migrants down to a modest figure in any year, but Kenya and Eastern Africa can absorb a large number of settlers if suitable development schemes are carried out.
