STATE PARLIAMENT OPENED BY COMMISSION ENCOURAGING OUTLOOK United Press Association—By Electric Telegraph- -Copyright SYDNEY, 11th September. The State Parliament was opened by Commission, as the Governor was absent from the State. The Governor's Speech was read. It stated that as the result of beneficial rains throughout tlu State in the past year' the general outlook was very encouraging. During tlio recess his. advisers had made attempts to place the coal industry on a more satisfactory footing, and ho hoped the efforts would result in the industry being put on a more stable basis. A Bill for the reform of the Legislative Council would not be introduced until next year, but in the meantime a Bill would bo brought down providing that tho Constitution should not be altered to permit of the abolition of tho Council or make fundamental alterations to its constitution without reference to the people. _^^^_________
