A NEW DICTATOR
LITHUANIAN PRESIDENT .VILNA PROCLAIMED CAPITAL Australian Press Association. . LONDON, 26th May. A British United Press correspondent at Kovno says that a Government decree proclaims that a dictatorship has been vested in President Smetona, to whom is transferred all the powers exercised by Parliament, which in future will act only in an advisory capacity. Ministers will be appointed solely by the President, and will be responsible' to him. For election to seats in Parliament the franchise is limited to men over 25 years. The most startling change is that Vilna is proclaimed the capital, of Lithuania. The Opposition declares that the decree is illegal. Kovno was the capital of Lithuania, Which was proclaimed as an independent republic at Vilna on 16th February, 1918. The republic consists of the former Kussian Government of Kovno and portions of the Suvalki and Vilna Governments. For months there has been a somewhat serious dispute between Lithuania and Poland regarding the possession of Vilna, which Poland some time ago seized from Lithuania. Tho Lithuanian Prime Minister, M. Valdemaras, is at present in England conferring with Sir Austen Chamberlain.
