GENEVA, 15th September. A flutter of excitement \»-as caused during the Sixth Commissian's examination of the resolutions of the International Press Conference. The Norwegian delegate, Herr Hambro, criticised monopolies by large international news agencies, and said it was very difficult for small countries i,o organise agencies of their own nationals. There was a danger of public opinion becoming over-influenced, and even; paralysed by the present agencies' metfhods.
