PAEIS, 16th September. It is send-officially stated that, pending tho conclusion of a Franco-Ameri-can commercial agrooment, Franco will shortly promulgate a decree giving tho United States unprecedented advantages of a special tariff, amounting to a rebate of half tho new duties.
