RETURN OF BOYCOTT
BRITISH PRECAUTIONS

RUGBY, 16th September. Counter measures have been taken by the British authorities to meet the threatened renewal of the anti-British boycott at Canton. Already reports have been received of interference with British, goods in transit by a picket organisation, whose object is not political and whoso personnel aro undistinguishablo from, pirates afloat and from brigands ashore. The steps taken by the British are primarily designed to protect the trade of Hong Kong from their illegal activities and closely resemble the action taken successfully and without bloodshed in 1920 against armed Cantoncso picket boats.
