Mr. James Dunlop, in his presidential address at the annual meeting of the Sydney Chamber of Commerce, said commerce and industry generally were hampered by governmental restrictions, and the continual piuprickß of those who lead the workers. Threatened by drought and the possibility of stagnation in manufacturing through" exces sive costs and labour troubles, it would be folly to say, "All's well,"Bat Aob- ■ tralia was too young and vigorous to be permanently put out of business by these troubles, and would win through.
