(Eeeeivea 30th April; 1 p.m.) BERLIN-, 29th April. Dr. G. Streseniann, Foreign Minister, in an interview, saia that Germanyhoped to facilitate a settlement of the difficulties in China by observing the most meticulous neutrality. The perplexities arising from the common desire of all the Chinese groups for emancipation from unequal treaties did not affect Germany who had already cancelled hers. All the Powers appeared willing to meet China's legitimate and rational demands. "German policy, therefore, in no way conflicts with that of the Powers, he said. "This is not the first time in recent history that an intelligent, industrious people has freed itself from the chains of dormant centuries, and an old State begun organising its life on the modern pattern. It has, always proved disastrous when eeonomieall advanced nations iave attempted to exploit the ferment and turmoil during such transition periods for their own political aims. Such rivalries have usually caused international complications and' often become the source of warlike conflagrations. It ought to be possible for mankind to learn from experience and assure the statesmanlike caution which the Powers interested are now showing m China in order to produce a compromise equitable to all parties. The vast majority of the German people have approved the policy of the strictest neutrality." Dr. Stresemann instanced the fact that German merchants and shippers had voluntarily decided not to transport arms to China. Germany was ready to support all efforts in China and elsewhere aimed at a peaceful consolidation of the economic and political situation.
