The Japanese Ambassador informed the Acting-Secretary of State that the Japanese Government gladly accepted the invitation of the American Government to hold a discussion at Geneva between the United States, Britain, and Japan on the question of the limitation of naval armament. The Japanese Government felt that a definite adjustment would be greatly facilitated if the co-operation of France . and Italy could be secured.
