The Earl of" Balfour, unveiling the sculptor John Tweed's statue of Joseph Chamberlain in the inner lobby of the House of Commons, said that no man had left a deeper impression upon the development of the Empire or clearer impressions as an orator of force, vigour, originality, and courage.
