Following the decision of tho Imperial Conference regarding the desirability of encouraging Empire films, the Government is drafting a Bill to .prevent blind and block booking, and providing a compulsory quota, beginning with 5 per ; cent. Tho operation of the quota, however, will bo postponed for a year from the date of the legislation to civile producers to meet the demand.
