FAILUEE OF SETTLEMENT ACT.

LONDON, 28th July. The Dominions Secretary, Mr. Leo-, pold Amery, in the House of Commons, received a deputation of Lancashire and Cheshire members of Parliament, who submitted a report on Empire migration. Mr. Amory said that no one was more disappointed than liimself at the slow progress of Empire settlement, which was the most important and constructive policy before the Empire. Cabinet was already considering the training and testing of prospective immigrants, and he hoped the result would be an extension of such facilities. The report suggests that the Imperial Conference in October affora opportunity for the British and Dominion Governments to review the circumstances which caused the Empire Settlement Act to fail, and in the light of experience to remove obstacles to migration and increase the encouragement of migrants and privato migration societies. Crowded industrial districts had special interests in migration, as cumstances which caused the Empire raw products and producers of manufactures for overseas markets.
