Locker-Lampßon, Home Under-Secre-tar'y, outlined tho results of the Foreign Office conference between General Andrews and his American delegation and British officials for the purpose of establishing a close Working liaison to deal with rum-running. Mr. Locker-Lampson said that it involved ho question of policy or poli- ■ tics. The liaison established would enable bpth sides to assist each other to secure'a strict observance of the law and- thus reduce the causes of complaint •and misundcrstading materially.
