MANY VOLUNTEERS OFFER.

LONDON, 2nd May.
The Labour negotiators arrived 'in Downing Street at 7 o'clock to-night, but Cabinet intimated that it would not be ready till 9 p.m. In event of a general stoppage, the Royal Air Force's large bombers will carry mails and important packages, and the smaller'machines will transport Ministers and officials and patrol over the railways and bridges. There was considerable activity today in the naval ports and among military garrisons. All leave was cancelled, and troops have already reached several mining areas. Largo crowds assembled at Whitehall this morning and witnessed the arrival of members of the Cabinet. Though the Government has not issued a call for volunteers, it has opened registration offices in war-time huts in the -Foreign Office quadrangle. Hundreds of men and women of all ages and classes lined up in queues of eager volunteers. The Miners' Federation this afternoon issued a manifesto reiterating the i"possibility of the miners accepting a lower standard of living.
