CANADA AND LOCARNO
QUESTION OF RESPONSIBILITY,
(Reuters Telegram.) OTTAWA, 21st March. Canadian responsibility for complications arising from the foreign poli.\y of tho United Kingdom will bo debated in the House of Commons on Monday. The question will be raised on a motion by Mr. J. S. Woodsworth (Labour, Winnipeg), that "Canada should refuse to accept her responsibility for complications arising from the foreign policy of the United Kingdom." It is possible in this connection that the Government will indicate its attitude toward the Locarno Treaties. Reference to a declaration by Mr. A. Mcighcn, the Conservative Leader, in a speech during the recent election campaign, that in'the event of another war not only should Parliament be consulted, but the opinion of the people taken in a General Election before troops were sent out of Canada, is also probable.
