Possible eleventh-hour difficulties regarding Germany's entry into the League' were recounted exclusively by the "Daily Telegraph's" diplomatic correspondent, who alluded to intrigues encouraged by certain Allied quarters, as a result of which at least one country hinted that it may withhold its consent unless given a permanent seat on the Council simultaneously.
