POSSIBLE DIFFICULTIES
LONDON, 9th February.
Possible eleventh-hour difficulties regarding Germany's entry into the League' were recounted exclusively by the "Daily Telegraph's" diplomatic correspondent, who alluded to intrigues encouraged by certain Allied quarters, as a result of which at least one country hinted that it may withhold its consent unless given a permanent seat on the Council simultaneously. It is conceivable that Britain, France, Italy, and other Council Powers pledg'-' ed t-> agree to Germany's admission may be faced with the dilemma of having to choose between a postponement of Germany's application and acquiescence in granting permanent seats to two or three Powers lacking solid claims thereto. Such an arrangement would unduly increase the influence of Certain Council Powers at the expense of others, and weaken both the elective element and the League Assembly..
