The Foreign Office has been advised from Mukden that Chang's son requested the Japanese Consul General to order the Consul at Hsin-min-fu to surrender, right away, Kuo's. civil officials taking refuge in the Consulate. Tho request was refused, as it is understood that Chang intended executing them. It is said arrangements are being made for Japanese police to escort them from Mukden, though this is not officially confirmed.

The Government has reason to believe that Kuo's and his wife's heads were exhibited publicly in Mukden, and has expressed disgust at such barbarities.
