TROUBLE OF AN APPOINI'MENT.

GISBORNE, This Day. The appointment of a Deputy Mayor has been giving the borough council some concern, a majority of the council having desired the appointment of a member unacceptable to the Mayor, who has refused a. motion to give effect to .their desires. The matter was referred to. Mr. T. F. Martin, counsel for the Municipal Association, who advises that the Mayor must receive the motion with regard to the appointment, but the appointee can only act=with his consent, or in the event of the Mayor becoming incapable of acting.
