LONDON, 19th May. A message addressed by the former Colonial Secretary, Mr. J. H. Thomas, to "My fellow citizens in the Dominions and Britain," contains a long and earnest plea for remedying the present smallness of .the populations in the Dominions. He declares as a Labourite that he believes with all his heart in the great brotherhood of the free, democratic peoples building up the British Empire. He says: "Five or six millions of us cannot hold Australia, and the success of the White Australia policy depends on a larger population." He points out that not more than half a million is spent annually out of three millions available, under the Empire Settlement Act, and urges the active grappling with the problem and the formulation of new schemes.
