RUGBY REFEREES
NEW- ZEALAND EXECUTIVE.
The executive of the New Zealand Rugby Referees' Association held a meeting on Friday evening, Mr. D. M'Kenzie presiding. Others present were:— Messrs. C. Atkinson, T. A. Fletcher, J Moffitt, E. S. Hylton, W. J. Carson, J. Francis, and L. Sievers. The following question relative to the Laws of the Game was submitted by Wellington for a reply: "A player iii his own iu-goal throws the ball into touch-in-goal, or over the dead-ball line. What is the .correct decision?" . The reply was that no breach of tho Laws of the Game was committed. Notice of motion was given by Wanganui to move at the next conferenceT ! "That Rule 2 relating to the tackle I which reads: 'A tackle is when the hold- | er of the ball is held by one or moro players of the opposite side so that he cannot at any moment pass or play it.' be amended to read: 'A tackle is when the holder of tho ball is so held that his immediate progress is stopped, in which event he must either drop or pass the ball at once.' "' It was considered that the onus was on the player carrying the ball to part with it and. that being so, he was the man responsible for holding up the game and should bo pe.-ylisod The executive decided to refer the question back stating that no amendment could be made to the reading of rule, and suggesting that a £ c *? the rule might be"possible. lie Poverty Bay Association made application for Examination Papers, and these are to be forwarded when the name *r suPervisor comes to hand. Mr. J. Francis was re-elected a member of the Now Zealand Rugby Union Keferees Appointment Board. Messrs. 1). M'Kenzie, H. S. Hylton. J. Francis, and L, Sievers were appointed a deputation to wait on the Aew Zealand Ru~by Union, regardingthe publication of the new handbook and also in connection with questions of finance.
