On the .other ■handj the black population continues to! increase rapidly, .and it is .estimated that! unless -the .white population is largely re-' inforced by .immigration, in fifty years I the Europeans will .number less thani four million, while the blacks will uum-: her twenty-four million. The 'director: declares that unless steps are taken to safeguard the white civilisation during; •the next ten years .there is a danger of1, its .being overwhelmed.
