PARIS, 11th September. j The question of French participation in the forty million loan to Germany is exciting controversy. Mr. A. W. Mellon, United States Secretary of the Treasury, had a conference with bankers.. He argued that the loan was less intended as a benefit to' Germany than• to put Europe on its feet by financing tho reparations. He suggested that France should take Tip a small portion, say, 5 per cent., in dollars, so that theo-. retically France would be lending to America instead of to Germany. It is believed that the suggestion. will be adopted, but,it met with no enthusiasm.
