"SCRAPPED" SHIPS

MOSCOW, 22nd June. M. Trotsky, addressing the Naval Academy, said that Russia had negotiated with the "Asiatic Island State" with a view to the purchase- of several of her most modern warSliips, to increase the naval strength in the Far East. Previous inspired reports declare that .Russia suggested that Japan should give her the warships Japan is obliged to scrap under the Washington Treaty, as compensation for Northern Sakhalin.
The transaction referred to in this message seems to be forbidden by Article 18 of the Washington Treaty, which says: "Each of the contracting Powers undertakes not to dispose by gift, sale, or any . mode of transfer .of any vessel of war in such a manner that such vessel may become a vessel of war in the navy of any foreign Power."
