It is unofficially stated that the Cabi. net has decided to notify the United States that its reply to the Japanese protest against the exclusion law is unsatisfactory, and then drop the matter, pending the American Presidential election and the installation of new Ambassadors. 'It is stated that the Cabinet has decided to adopt a forward policy with regard to China, and to take steps to demonstrate Japanese friendship towards other Orientals. Some of the administrative leaders advocate that Japan should take the lead to secure the abolition of ' extra-territorial claims I against China.
