Mr. Cochran, in an interview, declared that the Exhibition authorities were not entitled to stop the private steer-roping competition. He alone had the right to decide whether to continue or not. Undur tho terms uf the competition every cowboy would' bu enliMed !o daini the first prize if it was stopped in this way.
