TECHNICAL RECOGNITION
PROPOSED FOR RUSSIA FIRST.
LONDON, 31st January. The "Morning-Post" understands that tho Government attitude regarding Bussia is that, while there are hosts of problems for solution before mutual relations can be completely defined, it is possible to proceed almost immediately to a'technical recognition;: and the solution of questions at issue will be easier afterwards. It will not be surprising, therefore, if recognition is announced in the course of the next few days.'
