The "Daily Mail" says that Mr. Ramsay Mac Donald informed an Edinburgh unemployed. deputation that relief must ~"3epen3 on the financial arrangements \ the Government is able to make, and that they must wait until the departments are in working order under the aew regime." He promised, in his opening speech on 12th February, to announce the Government's proposals regarding unemployment, housing, credits, home and abroad, and the recognition of Russia.
