"The Times" understands that the Mexican Minister to Sweden, Senor' Nieto, who is at present in London, is charged by President Obregon with the mission of., obtaining, if possible, Brit'ish recognition ol his Government. Senor Nieto has been instructed to urge; that, following the example of the United . States, all Governments who broke off, relations with Mexico have resumed them, except Britain. Senor Nieto has already visited the Foreign Oiiice. There is reason to believe that the British. Government has declared its readiness to resume negotiations at the point where they were broken off by the Mexican Government last year, namely, the preliminary establishment of commissions to investigate and adjudicate upon the claims of Britishers Who suffered loss and damage by the Mexican revolt,-revolutions, and other causes. The Mexican contention is that British recognition of the . Obregon Government would give, the last blow to- the H'^erta movement, already greatly weakened, and establish the President more ■firmly than ever in power.
