Baldwin owes it to himself and to Parliament that he should meet the House and make a reasoned statehient regarding tho position. That the leader of the Opposition happens also to ba leader bE the Labour Party, who iii all ■human probability will be given the choice to compose the riext Government^ is an additional reason for adhering most strictly to the correct constitutional course. Half the embryo Cabinets already projected are based upon the fear of what Labour may do. Beyond question there ib every reason to fear. But there can be no greater disaster to the nation under the present conditions than a popular impression of an arrangement between the two older political parties in order to snotoh an opportunity from Labour to which it think*
itself constitutionally entitled. The most important question of the moment is that there should be nothing like a panic bargain."
