LONDON, Hth December. The "Daily Telegraph's" political correspondent says that Mr. Baldwin has decided to continue in office. After the Government has been reconstructed it will meet the new Parliament! 'These ate expectations .that arrangements cab be made for the Liberal leaders to bo consulted beforehand concerning legislation. If so, Mr. Asquith will have to provide the Ministry with sufficient sup-.' port to enable the Government to bi carried on for a time. No formal negotiations have yet been opened.
