SECRETARY'S PROPOSALS
MODERNISING THE FLEET.

Mr. Denby, Secretary of the Navy, in his rxnual report, .asks Congress to appropriate 30,000,000 dollars for the purpose of modernising the navy by increasing the gun elevation, improving the deck sheathing, and anti-torpedo "blisters," arid by the conversion of six battleships to coal-burners. The secretary's recommendations are made in spite of the opposition of Mr. Hughes/ and the .report stresses the opinion that the proposed changes do not contravene the spirit or the letter of the Washington Naval Treaty. The report Turthet requests the construction of ten new cruisers, and comments with pride on the achievements of the American navy.
The reference to the conversion of six battleships to coal-burners is interesting, and is apparently not a misprint for oil-burners, as there are in the American navy six first-line ships which are listed as carrying oil-fuel only.
