It is learned by a United Press correspondent that Germany i s preparing to appeal to the United States for a huge credit with which to purchase food. The plan has been slowly maturing since the State Department intimated its readiness to help the Germans as it helped the Russians. White House officials however, were surprised when they were informed that Germany would not ask for . charity, as it is estimated that a credit of 100,000,000 dollars would be needed, and officials graveiy question whether Germany could stand tlie strain. The correspondent adds that the appeal will present a business-like proposal, outlining the guarantees that Germany can offer; but the chief complication will be the reparations controversy, because the' Allies, under the Versailles Treaty, hold the first lien on all the German resources. It i s feared, therefore, that the Reparations Commission may block such a credit, as impairing the Allies' prior rights. White House circles are, therefore, inclined to regard charity as tho only means for averting a famine in Germany.
