' The "Morning Post" correspondent at Helsingfors says the coming new tax in Russia on income from capital is designed to supersede the mass of heterogeneous taxation at present imposed on the inhabitants according to the whim of local authorities, but whether it will be possible to control the latter in this matter more than in others is questionable. The tax will be levied on town dwellers, and also those country dwellers who have other sources of income besides agriculture. Persons in receipt of less than 150 gold roubles a month will be freed of taxation on a part of their income as yet unfixed. Above the income mentioned, the whole will be taxed on a Bliding scale.
