The tax will be levied on town dwellers, and also those country dwellers who have other sources of income besides agriculture. Persons in receipt of less than 150 gold roubles a month will be freed of taxation on a part of their income as yet unfixed. Above the income mentioned, the whole will be taxed on a Bliding scale.
