• (Received 23rd November, noon.) MELBOURNE, This Day. Dr. Earle Page, replying to Mr. Theodore, said that while it was I^.e that the loan concessions applied to materials secured in England, the intention was not to shut out Australian manufactnrers. The object was to place orders for future public works in England immediately, instead of a few years hence, as aome States may intend. The usual tariff would apply,' go that Australian manufacturers would be protected in any case. .
