MR. THEODORE'CANNOT MEET CONDITIONS.

BRISBANE, 22nd November The State Premier, Mr. E. G. Theodore, hag refused the offer of British loans for immediate public works, on the ground that 75 per cent, of the materials required by Queensland are obtainable in Australia. Hence the State is unable to satisfy the conditions of the loans by purchasing materials from English manufacturers.
