Poincaie's statement of the French attitude towards the new reparations inquiry is construed in American official quarters' as"lit-tle more in substance than a reassertion of the obvious fact that the rights acquired under the Versailles Treaty cannot be abridged" except with the consent of the parties to the Treaty.
