The "Daily Chronicle's" Berlin correspondent states that there has been a considerable amount of rioting and plundering in the Ruhr, mainly in the Essen region, owing to miners and their families starving. One reason is that the French have been seizing vast quantities of marks destined for wages. The French policy amounts to a hunger blockade, but even worse is the attitude of the Mins Owners' Association, which is opposing the miners' demands for reasonable pay. The Kseen miners voted on a syndicalist proposal for the resumption of work under the French. Twenty thousand, or 70 per cent., favoured the proposals. The Government is "taking steps to stop the "rot" by bringing the masters to their senses, and providing funds to tide over the difficult period.
