GUARANTEED MONEY
PROPOSED NEW CURRENCY.
(Received 17th August, 11 a.m.) BERLIN, 16th August. Dr. Helfferich, formerly Minister of Finance, has submitted to the Government a proposal for the foundation of an' exchange bank, which, working independently of th« Reichsbank, will put into circulation new money guaranteed by industry, commerce, and agriculture.
