Objection to M. Rdkovsky's appointment as head of the Anglo-Russian trade delegation in London, in succession to M. Ifrassin was expressed in the House of Commons on the around that allegedly he had been expelled from France during 'the war for propagandist activities against the Allies, and that he was instrumental in a massacre of White •Russians in the Ukraine.

Mr. R. M'Neill said that the facts alleged had not been brought to light when the Government considered the question of recognition. Further inquiry would be made, and the matter would be reconsidered if necessary.

Mr. Archer-Shee later drew attention to an anti-British speech by M. Rakovsky, ana asked why the ''Government was ready to. harbour "this vicious antiBritish viper" in Britain.

The speech referred to is probably that which, according to a message received yesterday, was delivered by M. ißakovsky in a farewell speech to the Ukrainian Central Executive. He was reported to have declared that the collapse and dismemberment of ,the British Empire was merely a question of time. The revolutionising of the -Brit.-fh proletarian masses was proceeding by gigantic strides. If Conservatism was obstinate, the more acute would be the collapse of the whole colonial . system of the British Empire. The .primary object of his appointment to London was to enable him to await the Third International's intervention in Britain's internal affairs. M. Rakovsky was also reported to have 'published a pamphlet in which he declared that Britain was more benefited by the Great War than any other country. She had annexed over nine million square kilometres of land belonging to other nationE.
