WHAT "PAYMENT" MEANS.
LONDON, Ist August. The "Daily Telegraph" states that a feature of the Belgian proposals is that the Ruhr should be evacuated in accordance with German payments, a term by which France means actual payments in cash and kind, whereas Belgium means the delivery of bonds or bills, provided they are adequately endorsed by foreign banks. It is for the Belgians a'question of guarantees aiid the commercialisation of the 1 German debt. They regard the matter from the viewpoint, of financier's, while the French have the eyes of lawyers and politicians. The "Daily Chronicle" doubts whether there is any chance of a joint reply to' Germany by Britain; France, Belgium, and Italy, and adds: "It is known that tiie Brussels Note would have been more conciliatory but for French pressure."
