The Cabinet meeting discussed at length the French and Belgian replies. Probably another meeting will be held before Mr. Baldwin makes his statement in the House on Thursday.
A pessimistic view continues to be taken, and the opinion is growing that Ihe British proposals should be. fullydisclosed. Thursday's Ruhr debate, therefore, is awaited with the keenestinterest. The "Daily Telegraph's" diplomatic correspondent says it is generally fecognised that M. Poincare's attitude on the present' basis of the negotiations holds no hope of inter-Allied agreement. It is realised that secrecy lias not availed to convert the French Government to the British viewpoint; on the contrary, it has prevented the moral support of world opinion, which publicity would have ensured. Therefore, it is probable that Mr. Baldwin's statem«it will be couched in more definite language than heretofore.
