NEW YORK, Ist August. There was the keenest competition between steamers to land their immigrants before the August quotas are filled. Eight ships from various European ports docked within a few minutes of each other. Thousands of immigrants are compelled to remain aboard the ships in the harbour for a fortnight, awaiting the decision of the immigration authorities. Already the arrivals have more than exhausted the European quotas, and thousands will be turned back after spending their savings.
