(Received Bth May, 2.30 p.m.) NEW YORK, 7th May. Mr. 0. E. Hughes, Secretary of State, and Mr. Davis, Acting Secretary of War, discussed a plan to use the American troops to help capture the Chinese Bandits. The United States has a thousapd officers and men stationed at Tient■STh, as well as a marine guard at Pekin. While orders to these forces have not yet been dispatched, it is learned that the United States will unite with other foreign Governments as during the Boxer uprising, should the Chinese Government fail to act effectively. The Department of State has received confirmation from the American Consul at Tientsin that the bandits have released the women prisoners.
