REBELS HAVE FAILED
ORDERED GOVERNMENT WINS.

LONDON,' 18th April. President Cosgrave has introduced the first Free State Budget in the Dail Eireann for the year 1922-23. The debt is £2,500,000, with an Exchequer balance of £197,000. He said : "We have been engaged in a war involving abnormal «xpenditure, and have also suffered big losses through organised sabotage. The rebels have utterly failed in their attempt to bring economic )presfliire to bear on the Free State. There will be no appreciable increase in existing commitments."
He was prepared, he said, to exhaust the resources of the Free State in ' asserting 1 the principle of ordered government. The cost of the defence of the people's liberty was well within, their resources. There was no danger of crippling the prosperous development of the country. ,
