HEAVY RETRENCHMENT
REORGANISING DEPARTMENTS.

DELHI, 4th March.
The Inchcape Committee has presented a unanimous economy report to the Viceroy. recommending net reductions amounting to 19i scores of rupees, of which over half is recommended in military expenditure by reducing the strength of all the fighting services, British and Indian, and sending Home three British Cavalry regiments; a reorganisation of supply services, and a reduction of 66 lakhs on military works and a drastic curtailment of the Royal Indian Marine Service. The remainder of the economies includes 4i crores on railways, one and a half on Posts and Telegraphs, and the remainder among the other Civil Departments. Many important posts, such as the Inspector General of Irrigation, the Educational Commissioner, the Indian Trade Commissioner in London, the Public Health Commissioner, the Director of Medical Research, are recommended for abolition, while the Railways, Posts • and Telegraphs, Public Works, and Education, Health, Revenue. Agriculture, Commerce, and Industries will be grouped into single- portfolio activities, being divided into two Departments— Commerce and General.
