In the Council of State, after a rather heated discussion, the non-official members forced through a resolution that the Government should appoint one Indian as secretary to every department of the Secretariat, with a view, to give them an insight into the larger problems of Imperial administration and policy. Mr. Sastri moved the original motion that these posts should go to Indians in the Civil Service, but eventually accepted an amendment that all Indians should be eligible for them.
