The "Daily Mail's" Paris correspondent says that an important conference of the French military and civil heads is being held at Dusseldorf on Tuesday (to-day) to cp-ordinate a plan for outting off the Ruhr and taking disciplinary action against German officials guilty of deliberate interference.
