ISSUE OF CERTIFICATES.

A decision of importance in connection with licensing matters wafi given by hia Honour Mr. Justice Reed in dealing with an application at Masterton regarding the license for the Taueru Hotel. This was an originating summons in respect of the Licensing Act of 1908, and the license held by John Thomson. The position now is that the Taueru Hotel is carry-j ing on under a temporary license until the end of September. The license granted to 'John Thomson early in September was not lifted within the- stipulated time, and meanwhile the licensee was convicted and sent to prison. After a considerable amount of legal argument, his Honour decided that the Licensing Committee or the chairman or any two members thereof have a discretionary power to issue a certificate under section 292 of the Licensing Act, 1908, waiving the, delay in payment of the balance of the fee. They can, of course, impose terms, one of which no doubt would be that the balance of the fe» be paid forthwith.
