MIXED COMMISSION PROPOSED. \ WASHINGTON, 10th July. President Harding has addressed the conference of tame operators and strikers, at which a deadlock had been reached, and proposed a' Federal Arbitration Commission, composed of three members representing the owners, three representing the workers, and five representing the" public, He proposes; that the Commission shall establish a wage j scale, and that the miners shall, in the ; meantime, return to work.
