BRUSSELS, 16th June. A lock-keeper named Cogghe, who by flooding the Yser helped to stop the Germans' advance at the beginning of the war, has died at the aged of 74. He carried out his duties till the last. He was recently decorated, and, received a State pension, m recognition of his gallantry.
